Setting forth the congressional budget for the United States Government for fiscal year 2026 and setting forth the appropriate budgetary levels for fiscal years 2027 through 2035.
This concurrent resolution establishes the congressional budget for the federal government for FY2026, sets forth budgetary levels for FY2027-FY2035, and provides reconciliation instructions for legislation that increases the deficit. The resolution recommends levels and amounts for FY2026-FY2035 for federal revenues, new budget authority, budget outlays, deficits, public debt, debt held by the public, and the major functional categories of spending. It also recommends levels and amounts for Social Security and Postal Service discretionary administrative expenses for the purpose of budget enforcement in the Senate. The resolution includes reconciliation instructions that direct the House Homeland Security Committee, the House Judiciary Committee, the Senate Homeland Security and Governmental Affairs Committee, and the Senate Judiciary Committee to submit recommendations for legislation that will increase the deficit over FY2026-FY2035 by not more than $70 billion. Each committee must submit the recommendations to the House or Senate Budget Committee by May 15, 2026. (Under current law, reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.) In addition, the resolution establishes reserve funds that allow certain adjustments to committee allocations and other budgetary levels to accommodate (1) reconciliation legislation, and (2) legislation that would not increase the deficit over FY2026-FY2035 and supports changes to immigration enforcement and border security policy undertaken by the President. Finally, the resolution sets forth budget enforcement procedures that address issues such as budget points of order in the Senate and emergency spending requirements in the House.

Small Business Innovation and Economic Security Act
Small Business Innovation and Economic Security Act This bill reauthorizes through FY2031 and modifies the Small Business Innovation Research (SBIR) program, the Small Business Technology Transfer (STTR) program, and related pilot programs. (The SBIR and STTR programs are administered by various federal agencies and provide competitive awards for domestic small businesses to conduct research and development projects that have the potential for commercialization.) Specifically, the bill expands the requirements for federal agencies administering these programs to evaluate the security risks of the small businesses that apply for awards under the programs. If an agency denies an application for security reasons, the agency must provide the small business with the basis for such determination. Further, each agency must set a maximum number of proposals per fiscal year that a small business concern may submit in response to Phase I and Phase II solicitations. The bill expands the training requirements for agencies' contracting officers and acquisition workforce with respect to Phase III (commercialization of technologies) awards under the SBIR and STTR programs. The bill also establishes strategic breakthrough allocations for critical technology areas. These are additional Phase II SBIR and STTR awards to small businesses that demonstrate an effective technology and receive matching funds.

Livestock Consolidation Research Act of 2026 This bill requires the Department of Agriculture's (USDA's) Economic Research Service (ERS) to publish a report on consolidation and concentration in the livestock industry (i.e., beef, dairy, pork, and poultry production, including broilers, eggs, and turkeys). ERS must publish the report within one year of the Census of Agriculture being made publicly available. As background, USDA's National Agricultural Statistics Service (NASS) conducts the census every five years. NASS released the 2022 census in 2024. The ERS report must include (1) information on changes in the size and location of ranches, farms, processing facilities, and packers throughout the United States; and (2) the impact of these changes on farmers, ranchers, and downstream consumers.

End Special Treatment for Congress at Airports Act of 2026 This bill prohibits the Transportation Security Administration (TSA) from providing a Member of Congress with expedited or preferential access to or through airport security screenings. Specifically, TSA funds may not be used to exempt a Member of Congress from TSA passenger and baggage screening, or provide a Member of Congress with priority or expedited access to a screening location based on their position. TSA must update its policies and procedures to ensure compliance with this bill.

TEMP Act
Temperature Event Mitigation Policy Act or the TEMP Act This bill directs the federal crop insurance program to provide for research and development regarding a temperature-based index policy to insure crops (including tomatoes, peppers, sugarcane, strawberries, melons, citrus, peaches, and blueberries) on a nationally-available basis against losses due to a frost or cold weather event. The research and development must (1) evaluate the effectiveness of risk management tools with respect to low frequency and catastrophic loss weather events, and (2) result in a policy that provides protection for production loss or revenue loss. The term policy means an insurance policy, plan of insurance, provision of a policy or plan of insurance, and related materials. Under an index policy, claim payments are generally triggered based on a predetermined index that is entirely independent of the individual farm operation (e.g., temperature level). Under such a policy, the payments are automatically triggered when the index reaches a certain level rather than when an insured farmer files a claim.

Pregnant Students' Rights Act This bill requires each institution of higher education (IHE) that participates in federal student aid programs to provide certain information to prospective and enrolled students on the rights and resources for pregnant students to carry a baby to term or students who may become pregnant while enrolled at the IHE to carry a baby to term. In particular, this required information must include a list of community and on-campus resources that exist to help a pregnant student in carrying the baby to term and caring for the baby after birth, information about the accommodations available to help a pregnant student carry the baby to term and parent the baby after birth, and information on how to file a discrimination complaint related to the student's determination to carry a baby to term.

Fair Pay for Federal Contractors Act of 2025 This bill provides back pay to employees of federal contractors who lost pay due to a lapse in appropriations (i.e., government shutdown) in FY2026. Specifically, the bill provides appropriations for federal agencies that are subject to a lapse in appropriations in FY2026 to adjust the price of contracts to compensate federal contractors for providing back pay to employees who were affected by the lapse in appropriations. The agencies must adjust the price of any contract for which the contractor stopped, suspended, delayed, or interrupted all or part of the work under the contract due to the lapse in appropriations. The price adjustment must compensate the contractor for reasonable costs incurred to (1) compensate employees who were furloughed or laid off, were not working, or experienced a reduction of hours or compensation due to the lapse in appropriations; or (2) restore paid leave taken by employees during the lapse in appropriations if the contractor required or permitted employees to use paid leave as a result of the lapse in appropriations. The maximum amount of weekly compensation of an employee for which an adjustment may be made under this bill may not exceed the lesser of (1) the employee's actual weekly compensation, or (2) $1,442 (or a lesser amount pro-rated for an employee who works less than 40 hours per week). The bill also requires the Office of Federal Procurement Policy to submit a report to Congress on the adjustments made under this bill.

Improving SCRA Benefit Utilization Act of 2025 This bill expands interest rate protections under the Servicemembers Civil Relief Act (SCRA) and requires expanded training for and outreach to servicemembers regarding financial literacy and SCRA protections. The SCRA caps the maximum interest charged on any debt incurred by a servicemember prior to entering active duty at 6% annually if the servicemember's ability to pay is materially affected by active-duty status; servicemembers must provide notice and other documentation to creditors to receive this cap. The bill requires creditors to apply this cap to all of a servicemember’s obligations or liabilities with that creditor, regardless of whether a certain obligation or liability was specifically mentioned in the required notice provided by the member to invoke SCRA rights. Further, the bill requires creditors to provide all necessary mechanisms to ensure a servicemember is able to submit any required documentation. The bill also requires that the financial literacy training program provided to servicemembers include information about consumer financial protections afforded to such members and their dependents, including protections regarding interest rate limits under the SCRA. Additionally, the bill requires the military department concerned to provide written notice of benefits under the SCRA to servicemembers at the time they first enter military service and, for members of the reserve components, at the time they first enter service in the reserves and at any time when they are mobilized or ordered to active duty for more than 30 days.

Defending Education Transparency and Ending Rogue Regimes Engaging in Nefarious Transactions Act or the DETERRENT Act This bill expands oversight and disclosure requirements related to foreign sources and institutions of higher education (IHEs). Specifically, the bill requires an IHE to annually disclose to the Department of Education (ED) any year in which the IHE receives a gift from a foreign country of concern (e.g., China or Russia) or foreign entity of concern of any dollar amount; receives a gift or contract from a foreign source (other than a foreign country of concern or foreign entity of concern) that is valued at $50,000 or more, considered alone or in combination with all other gifts or contracts within a calendar year (current disclosure threshold is $250,000 or more), or which has an undetermined monetary value; enters into a contract with a foreign country of concern or foreign entity of concern after receiving a waiver for such contract; or is substantially controlled by a foreign source. Additionally, the bill prohibits IHEs from entering into contracts with a foreign country of concern or with a foreign entity of concern without obtaining a waiver, and requires certain IHEs to disclose gifts or contracts between covered individuals (e.g., researchers) and foreign sources. The bill requires ED to investigate possible violations of this bill and outlines the various penalties for each violation. Penalties may include losing eligibility for federal student financial aid.
