Phillip Kay Lyman is a Republican from Blanding, Utah. A Certified Public Accountant, he earned a B.S. in accounting from Brigham Young University (1989) and an M.S. in accounting from the University of Utah (1999). He served as a San Juan County Commissioner from 2011 to 2018, then represented District 73 (2019-2023) and District 69 (2023-2025) in the Utah House of Representatives. He ran unsuccessfully for Utah Governor in 2024 and for Utah's 3rd Congressional District in 2026.
