Morris Durham "Moe" Davis (born July 31, 1958, Shelby, NC) is a retired U.S. Air Force colonel and attorney who served in the Air Force Judge Advocate General's Corps from 1983 to 2008 and was the third Chief Prosecutor of the Guantanamo military commissions from 2005 until he resigned in 2007 in protest. He later headed the Congressional Research Service's Foreign Affairs, Defense and Trade Division, taught at Howard University School of Law, and served as a U.S. Department of Labor administrative law judge from 2015 to 2019. Davis was the 2020 Democratic nominee for North Carolina's 11th Congressional District, losing to Madison Cawthorn, and is the Democratic candidate for the same seat in 2026.
