Phil Andrew was a Democratic candidate for U.S. House in Illinois' 9th Congressional District in 2026. According to his campaign website, he previously served as an FBI Special Agent and worked as a hostage negotiator, and later founded PAX Group, a global crisis and conflict consultancy.
