Stuart Whitlow is a Round Rock, Texas attorney who ran as the Democratic nominee for U.S. House in Texas' 31st Congressional District in 2026 and previously challenged incumbent Rep. John Carter in 2024. He holds a bachelor's degree from Southwestern University, a graduate degree from Vanderbilt University, a J.D. from the University of Texas at Austin, and an M.P.A. from the UT Austin LBJ School of Public Affairs. He founded a job-training nonprofit and worked in the late 1990s to expand Capital IDEA, a Travis County program that helps lower-income Texans earn in-demand credentials. Whitlow lost the March 3, 2026 Democratic primary to Justin Early.
