Phil Ehr (Democratic Party) is the Democratic nominee for Florida's 28th Congressional District in 2026, running against incumbent Carlos Gimenez and Eddy Rojas. He earned a bachelor's degree from the University of the State of New York and a master's in international relations from Troy State University, and served in the United States Navy from 1982 to 2008. He previously ran unsuccessfully for the same U.S. House seat in 2024 and, before that, for Florida's 1st Congressional District in 2018 and 2020.
