He earned a B.A. from Stanford University in 1982 and a J.D. from Harvard Law School, then worked as an assistant U.S. attorney in Los Angeles from 1987 to 1993. He served in the California State Senate from 1996 to 2000 and represented California in the U.S. House of Representatives from 2001 to 2024, chairing the House Permanent Select Committee on Intelligence from 2019 to 2023.
